Housing Choice Voucher

The Housing Choice Voucher (HCV) Program assists low-income individuals and families in paying a portion of their rent. Participants are usually responsible to pay approximately 30-40% of their income toward rent. All rental units are subject to a Housing Quality Standard (HQS) Inspection and both the participants and landlords are bound by the rules and regulations of the HCV Program.

For more information regarding the HCV please visit MSHDA’s Housing Choice Voucher Tenant Guidelines

Project Based Voucher Program

Community Management Associates, Inc. also administers Project Based Vouchers (PBV) throughout Michigan. For more information regarding the PBV Program please visit MSHDA’s Project Based Voucher Program

Family Self Sufficiency Program

The Family Self-Sufficiency (FSS) Program is a volunteer program that is offered to existing HCV participants. It is designed to prepare individuals and families to end their need for public assistance.

As part of the program, Participants will work with their local FSS Resource Coordinator to setup educational and employment goals, which includes attending the LINKS Financial Management/Economic Literacy counseling and maintaining employment. Participants are rewarded with escrow money as they earn more income in their employment, and receive that money when they graduate from the FSS Program.

Key to Home Ownership Program

Qualified Participants of the HCV can use their voucher subsidy toward a mortgage on their home rather than towards their rent and may also qualify for Down Payment Assistance options.

Participants will have been continuously employed in a full time capacity for one year and successfully complete the pre-purchase Homebuyer and Financial Management Education. Upon completion, Participants can seek mortgage financing with a MSHDA participating lender, shop for a new home, get the home inspected according to Housing Quality Standards by a MSHDA Housing Agent, and close on your new home!
